Do you think i could use this on a ryanair flight? the dimensions they use are 40x25x20cm

If it meets the ryanair dimensions it should be ok - its great quality. Its very much a desgned for a lap top and the whole thing is padded - it wasnt my first choice as a weekend bag as clothing storage was a bit limited. Cabin max do specific luggage for ryanair if you are unsure. The Manhatten is a tardis and has a a padded laptop section. The metz 20 ltre has great capacity - we've had the larger ones for years.

Looking for a bag that meets many needs, can this be adjusted with the straps to meet the Lufthansa personal item dimensions of 40 x 30 x 10?

This bag is actually only 15cm deep (I was a bit annoyed at that when I bought it). If you don't pack it full then I would say you can squish it down to 10cm with the straps.
