No, it is not adhesive, but I will tell you this much, they are great. I drive a school bus and my feet would get so cold. I put this in my shoes and my feet stay warm all day.

Q: How quickly does it become hot? I'm looking for at least 110 degrees F.

It probably takes 20 to 40 seconds to begin getting hot. I don't know about the temp as I did not measure that. All I know is it helped keep my feet warm at 25F in a sleeping bag.
