Will 1" pads be enough protection for table legs?

Yes, they will work with table legs very well. I use the pads for both table and chair legs. Only have to replace the pads for the tables after something was spilled and absorbed into the pad. Replace the pads for chairs after every couple of years, if not sooner due to damage.

Would these work for classroom chairs?

Yes and no. The adhesive on the bottom of the pad is strong enough to hold it onto a flat wooden chair leg, but if your classroom chairs have metal legs this might be an issue. Supergluing them on might be a possibility. My second concern would be hygiene. Typically, the custodian sweeps with a wide broom and doesn't stop to remove dust bunnies or hair that might collect on the bottom of your pads. It will be necessary on a regular basis to take masking tape to remove the fuzz (hair, lint, and dirt) that accumulate on the bottom of the chair pad. With those two caveats, if you really need noise abatement in your classroom and are willing to individually clean the pads occasionally, then yes, they would work.
