This product does NOT contain niacinamide, correct??

I don't think so, although the print on the label is so tiny I can't be totally sure. It is very gently on my super sensitive skin and has worked well for me.

I do not see a preservative listed and all cosmetic products have to contain one.... is this the entire ingredient list?

Hi I can assure you the product is challenge tested for microbial resistance to EU cosmetic standards. Basically the high quantities of acid (both azelaic and salicylic) as well as high quantities of the solvents and a low pH or act as a preservative system in its own right (known as hurdle technology).
