Can i use it to capture ns switch and display on ipad?

Yes, you can. I have a Samsung Galaxy Tab S7+ and use an app named USB Camera Pro to capture the Nintendo Switch video and audio on the tablet. It has also the option to record your game. The only problem is that I can get only 30FPS instead 60. Hope this helps. :)

Does it do 1080P? and what about picture quality?

Yes. 1080p 60fps (max). Works great. Vid quality excellent. I use several of them all day every day into a Mac Studio and M1 Mac Mini.

Will this work plugged into an android phone to stream with facebook live or Youtube?

Not for sure, If the cell phone can receive the source that you plug into the capture card than it may be able to send it to facebook or youtube
