Q: Will this work as a microphone/intercom on a foscam FI99006

This mic will work with any IP camera that has in IN for a microphone. You may have to add an adapter to make the connection. You can also just use it as a microphone feed into a computer as long as you supply the 12 volts. It's not rocket science like Amcrest wants you to think by them saying it is only compatible with Amcrest cameras.

Q: How do i get a power supply for this?

If your local Radio Shack (or similar) does not have a multi-voltage adapter with multiple tips, you'll need to order a 12 VDC Power Supply with at least 1000 mA output. Here is a bit of information about determining tip size. As for me? I just use an old network router 12 VDC power supply. Q: Does this an IP4M-1051?

This camera already has audio. This external mic is designed for cameras that do not have on board audio. Amcrest Team

Q: Does this need a small audio amplifier to make a speaker work?

This is just a microphone designed to be connected in line with a camera. For example I have mine connected this way into an NVR and when I view my NVR either through a computer or my phone, I can hear the audio. For my setup the computer and the phone amplify the audio.
