Is this an ac to ac adapter or ac to dc adapter

This is fixed 240vac Uk plug adaptor giving you a fixed 9vdc output via the cable and multiple changeable plugs (to suit almost any dc power socket type). It also includes a short polarity switch cable to give flexibility of either centre -ive or +ive to suit your device 9vdc requirements. Important you get this right for most electronics to avoid possible damage from incorrect dc polarity. Also check your device current draw/rating is within the plugs output rating (measured in amps or milliamps). I use it for guitar effects pedals so is perfect for alternative to eating standard 9vac batteries.

Is this suitable for Roberts Stream 202 radio, 9v 1.3a centre positive?

Yes the transformer comes with all the different tips needed and a way to reverse the polarity if required just read the instruction carefully and you should be able to find a way to make it work.
