Is this a food grade wood finish?

No it is not, it contains metallic drying agents. Food grade mineral oil is likely your best option.

Can I use on my new acacia wood patio furniture? Do I need to sand if it’s new?

It really depends on the furniture you bought. Usually finished furnitures have a finish coating on them or are already oiled. I would suggest you to sand them before application. Remember that furnitures previously oiled might not look good if you re-oil them with a different type of oil than the one previously applied to them.

This could be used on outdoor windchimes to protect them?

Hi, Yes, the Boiled Linseed Oil can be used to protect wood that is situated outdoor so your intended use would be suitable.Kind Regards,Furniture Clinic
