Can the bike be laid on the ground without impacting the cart while attached?

No, you'll have to use the bike kickstand. There is some side to side movement for you to lean while riding or moving the bike and cart around. but not enough to lay the bike down.

Would this be a good cart for hauling tents, camping gear, etc.? Does the stuff fall out?

Yes it will haul camping gear but you may have to tie it down... I used it for hauling quarts of elk out .. about 150 lbs ... the only down fall to this trailer is the attachment to the bike .. if your bike falls over while attach it will break it ...

Will this work on a bike with 29 inch tires?

I’m not sure, but I would think it would work on any bike as long as you can install the Rambo rear luggage rack onto your bike. That is what the cart attaches to.
