The empty capsules area separate purchase. There was enough powder in the 2oz. package to fill exactly 100 00-sizedcapsules.

Do the capsules come in the bag of powder?

NO, mine was powder only. Taste is metalic / bitter, I add the small amount to yogurt. Otherwise purchase and fill into capsules or buy prefilled capsules as simplest.
