You simply twist the cap and it should open.

Is this good to use on battery cable bolts?

Yes this can be used on the threads. Loctite 243 is a plastic so keep it off the post where good electrically conductive contact is required. I am thinking a car battery here. If this is a different design and IF THIS THREADED ASSEMBLY REQUIRES ELECTRICALLY CONDUCTIVY DO NO USE OUR PLASTIC THREADLOCKER IT WILL INSULATE AND GENERATE RESISTANCE.

Can this still be effective on a bolt that is threaded, left to sit, and then threaded again to torque spec?

Left for set how long? When you remove the bolt, if it's still wet then yes, but I would wipe it off and reapply because I would want a thicker application for a tighter bond.
