You're not going to want a "shelf" if you're trying to make a pack for hiking, camping or bug out (survival) bag. Stick with a medium to large ALICE pack with a regular frame, unless your wanting to have a frame for moving something hard & heavy for a short distance.

It should. It's sturdy and smaller than I had thought it would be.

Q: Can I use this with an army medium rucksack?

If you are talking about the medium ALICE pack, yes. Both a medium and large ALICE fit the same frame.
