It is adjustable, so could be shortened to regular handle rather than a cross-body strap. Love this bag!

Is the bag waterproof?

Since the bag is canvas, water does not penetrate the bag, however based on the material it does get wet.

Does it fit a 17'' laptop?

Definitely not. Its no bigger than 12" .. my asus 11.6 inch laptop fits perfectly. Its a great bag, holds a lot just not a 17" laptop
