Does this hat run small? My head size is 24 inches will it fit?

I purchased this has because many of the reviews said it runs small, my head is the same size. So no, it's huge, it falls all the way down and sits on top of my glasses. It says it has an adjustable band, which it does, but I can't shrink it small enough. I was sorely disappointed in it as I have skin cancer and wanted a large brimmed hat. My husband wears it and it fits him just fine but he does have a large head.
