Will this work with links router?

I assume you meant Linksys.  Yes, the RE315 should work as an Extender with any common router including Linksys.  However, the RE315 OneMesh functionality is designed to work with certain tp-link OneMesh routers.  The tp-link web page has a list of their Routers and Extenders that work together to have the OneMesh capability.

Can I plug this into an extension cord?

Yes that is exactly what I have done. I have an outside camera and the download speed was not very good. So I hooked one of these up to an extension and moved it close to an outside wall that has a router on the other side. In addition I put it in one of the little green electrical boxes to keep it covered. I went from 1 meg down load to 6-7 meg download by doing that.

The signal needs to go thru the little green plastic box and a vinyl & wood wall to reach the router. I still get 6-7 meg download speed.

Can I connect an Ethernet cable to "feed" the device and not just  use it as a wifi extender? i.e, Router cable to this device and then use it as wifi

Absolutely, the ethernet port can be used to create a wired 'Access Point' from your router, thereby providing a Wi-Fi signal in another part of your home where a Wi-Fi signal may have been weak or non-existent.  This is the ideal way to use this device if you have the option, i.e., if you have an ethernet feed in a convenient location.  Unfortunately that's usually not the case so most people connect the extender to their router via Wi-Fi which will weaken the signal but will often provide a usable Wi-Fi signal where you didn't previously have one.  When not in 'Access Point' mode the extender's ethernet port can provide a wired connection for a device like a smart TV, for example.

Does this work with the arris surfboard modem?

Although I don't have specific info about your modem, assuming it has wi-fi and you know the access point name and password, you can easily install the app on your phone and set up the extender to have the same name and password for seem-less connections. Recall that, at best, because of the way this extender works it's maximum speed will be half that of the native wi-fi. But it should significantly increase boost the signal and speed in most cases.
