Will this tool work on a hoover turbo scrub model 50130?

I have that model and it works pretty well, I have used it on upholstery and auto carpeting with good results

how is the head "powered" ? does it use the vacume to spin the head?

It uses the suction from the vacum hose to spin the brush head. It's not too weak, but it's also not very fast. Good enough to gently scrub a light couch or carpet stain. But if you really want to dig in, you'll need to do it by hand.
