Will this work with windows ?

Yes, but I’d think you’d want something larger for that purpose. These are on the small side. I bought them to buff pens or bowls after I’ve turned them on the lathe.

Will this work to buff shoes after polishing?

I just bought a 3” buffer sander and it does great on my shoes for the final buffing I run a soft cloth over shoes first to get the worse amount of polish off then buff them

can I use them with a Dremel mototool in plastic model kits? Is there any risk of melting down the plastic?

Not sure. That may be a question for the manufacturer or other reviewers.

Does it work in silver?

Don't know about silver but I know it works good on aluminum and Chrome
