Are these true to size or should i go a size up?

True to size I would say they have an elastic band on the waist aswell if that helps

Can you remove the reflective silver strips so you just have orange cargos?

It looks like it would be possible to unpick the strips but they are sewn onto fabric before the seams are sewn together. So you may have to unpick seams or carefully cut away, You may be left with little bits of silver .

What size is 42 inch waist

Maybe 3XL I bought a medium for my son who’s 32”to 34” And I had to take them in just about an inch if that helps
