Q: How do you hang it? I got the neck piece but not able to attach to the fan?

The narrow black strap (about 1") is inserted through the small hole on the bottom of the fan. You then lace the other end of the lanyard through the loop and pull. It should now be attached. Probably not very clear but I think you can get it.

Q: Are the gaps small enough to keep out tiny baby or toddler fingers?

When my kid was about 6 months old, she could of force her finger tip into the largest end of the slots. Not sure if it was enough for her to touch the blades because I stopped her before we found out. She also could get her tongue in there. As she got older, her fingers can't fit but I would bet her tongue still fits. Luckily she stopped trying to lick the fan blades (ha, ha). She also learned to turn the fan on/off around 1yr. I would say reasonably safe but don't leave it with them unattended. Also, if your kid drops the fan while it is running, it is likely to break a blade off which then becomes a choking hazard and makes the fan vibrate and less effective.

It should have come with a USB cord to recharge. If that does not help request a refund. Amazon is usually hassle free.
