Would this be the right height for someone 5ft 1 roughly?

I bought this for my mother and she is 5 foot tall. She can use it fine and get onto the seat OK but her feet do not touch the ground. The height of the handles are fine just to the top of her hip bone and just below her waist. She said it is far lighter than her old one. Only issue was it was hard to push through a gravel driveway but is fine on pavement. Hope this helps.

Can it be used as a wheel chair just for short distances ?

I would not recommend that it is used as a wheelchair. In my opinion it would not be suitable, other than to move a sitting person a couple of metres or so.

What weight does the seat carry?

Unsure, however I am 18 stone and it held my weight when I tested this.
