Can this metal sign be hung outside?

Yes! It is metal I don't think it would damage the sign.

Does it fade after a few years?

We've only had it for about a year and it's inside. It hasn't faded yet.

Why is mine red white and blue ? I was shown as red black and white

Neither red white and black nor red white and blue is historically accurate. The old US federal highway system signs were white shields with black lettering (with a few variations). The color scheme of this Chinese-made piece of junk is that of the Interstate system, that replaced Route 66 (mostly I-40).
