this Bruder tow truck came with out a winch although it had directions for a winch included in the box. Should it have one?

Yes, it should have a winch to lift trucks or other vehicles as show in the picture.

No the wipers are fixed in place. You can’t move them.

Two extra hooks - anyone figure out where they go?

Finally figured it out!! The hooks can attach to the ends of the chain by slipping into the ends! I'll post a pic in a review. I searched online high and low but ended up just sitting with it for 10 minutes to solve the mystery
