My daughter is going to be 4 next month and weight 35 can she still used this

Your 4 year old can still fit rearfacing without even getting a 50 lbs limit seat. I would not be using any kind of booster, but especially not a no-back booster. Your 4 year old needs to be either rearfacing or forward facing in a 5-point harness.

Can you use this version in the uk and eu?

Hi. No, the mifold range of grab-and-go booster seats are not certified for use in Aircraft. Aircraft seats only have a lapbelt. mifold, like all booster seats, is designed to work with both the vehicle’s lap and shoulder belts.
