Q: can this item be used to apply patches to a pvc inflatable boat?

Yes, as long as the pvc is a pretty thick mil. I actually used it to patch a LARGE split in our in-ground vinyl pool liner and it held up very well.

Hello! Sorry to say that HH-66 does not work with polyester fabrics.

Description says: "You can apply our clear vinyl adhesive in temperatures ranging from -30 to 150 degrees Fahrenheit, as well as underwater"

Q: can i use this to close a leaking bottom of a home planter?

It 100% depends on what the planter is made of. If it is vinyl then you are all set. Planters are made from many different materials from woven to ceramic.
