If you look into the information given by the seller, it states that you can use it on lawns. I dont know how much of it should be placed, but my guess is that you would have to till it into the ground.

Would this material be irritating to skin if used in a fabric tie and soaked in water ?

If you want to make these in order to sell them don't just wily-nily use whatever comes to mind that might hold water and keep you cool. The actually products that do that are safe--find out what kind of polymer they use. And if you just want them for yourself, why not buy the safe product that already exists? It's probably cheaper than anything you could make them with these crystals. I'd worry that the potassium in this product might be too alkaline and irritate the skin. Why risk it?
