how does one put the ink cartridge in so ink will flow?

Remove the cap of the pen by pulling; it doesn't screw in place. The cap does not post on the back of the pen, so be careful not to lose it. Unscrew the nib from the body of the pen. The cartridge goes inside the body with the small end toward the back of the pen and the larger end toward the nib. If you just place the cartridge inside the pen and screw it closed it will not automatically pierce the cartridge. I have to manually push the cartridge into the nib section of the pen in order to have the feed pierce the cartridge.

My platinum carbon ink pen is just like this shown but has no number on it. can’t find the refill cartridges meant for pen. need waterproof ink. link?

What is the tip size? How fine does it write?

This one is the same as a fine nib on the Plasir or Preppy. If you want an extra fine line the Platinum Carbon Extra-fine writes a nice very thin line. It is sometimes listed as a superfine nib. I've found if you write with the nib upside down on this pen with the fine nib it will give you a finer line.
