Would this be a good antenna to have since i drive through the hilss? i want to keep it short in lenght. i'm also looking at the nagoya nmo-72 19.25"

As long as you have an adequate ground plane

Will this work with a cb

Technically no cause it’s rated for vhf, but my friend has had this connected to his Chinese dualband radio and it picked up both VHF and UHF frequencies no problem

Does this require a ground plane?

Your vehicle mount is your ground plane for this antenna.
