What material are the wheels made of?

They are whatever roller skates, or shopping carts are made off. So a rubber like material. It's very well made and scoots around very nicely. Even on carpet.

Do anyone know the measurements from the ground to the seat when it’s all the way down low?

Approximately 15 inches from floor to top of seat

is the height measured from the base of the stool or the ground to the seat?

I don’t know what measurements they give but I measured mind on the highest setting and it was about 19 1/2 inches. It’s a great product and I’ve used it a lot around the house.
