Yes, but only for the sound. The mic will NOT work with this. For example if you play a game with this plugged in you will here the game, but you won't be able to talk to anyone.

can volume be turned to FULL OFF, with no audio coming thru ?

Here is how I use it. Turn the devices volume just a little high. Use the volume control to turn it down to your liking. The range is enough to turn it down to FULL OFF, with no audio coming thru. I am glad I brought it.

Is there a lot of quality loss when using this?

I have used 2units of VC20 for headphones which has no volume and found some loss whenever plug-in.So when hearing semi-classical music or soft mood music,prefer not to use.
