Will these fit a 93 Chevy Silverado dash

Not sure, I used them in the doors of a '91 silverado.

Can I plug-and-play these with my 2003 Chevy Silverado ext cab?

I bought the replacement wiring harness. It was a couple of dollars but we’ll worth it.
