How many sheets of construction paper can be punched at once?

2 at the most because the tray on the bottom prevents the cuts from dropping out.

Could a child of 4 or 5 do it?

Yes a 4 or 5 year old could easily use these :)

Does this circle punch cut through 20 gauge vinyl? Can it cut through 2mm thick craft foam?

Never have tried either of those items ......only have cut through paper .

How do you get the circles to come out ? And how do you open it to clean it?

Sometimes I have to take an awl or sharp pointed knife to pry an edge out. They definitely don’t cut thin papers very cleanly. I have not tried to sharpen them.
