It means 100 vials and 100 caps.

Do these tubes have a rolled top edge?

I’m pretty sure they don’t. It’s been nearly a year since I used them. But if you are asking because you are worried about them leaking, they held water great. I had them in all kinds of positions, including laying on their side and I didn’t have any of them not hold the water.
