Is this a 2 ply belt, or at least reinforced? i like a stiff belt for iwb carry

It's a 5.11 Product, GOOD STUF! It will carry a gun just fine! Around the buckle, it is two loops or 4-ply that goes for about 4" then it is 2-ply for most of the belt till it goes down to 1-ply for ease of fastening around the buckle! However, I would not use it for fall protection because it is not certified for such!

Should I buy for my pant waist size or one size larger?

I guess I'm the odd guy out, but if you're just going to carry a pistol with this belt - and not a bunch of other gear - I'd definitely trust their size chart and buy accordingly. I have a 34" waist and took the advise of folks on Amazon and bought one size up (I bought a large, which is for 36-38 inch waist). Belt was WAY too big. The tag end of the belt actually reaches all the way back to the holster and partially lays on top of it. Not good. I sent it back.

Will this belt hold an IWB holster with a Glock 19 and 2 spare mags? Sometimes with a 4.5" flashlight and a multi tool.

For that much on the belt I would go to the 1 3/4 belt. I have used this for G 17 and LW Commander size with a single mag. That is about it.
