can these be used outdoors under a deck?

Yes, but using them outdoors you will catch a load of bugs and spiders, I usually use them indoors to catch those creatures that should not be in the house...outdoors is their domain :) best to you..stay safe...

Do you know if these work on bed bugs? Like for detection? thank you!

Anything will stick to these, but as for detecting bed bugs, you’d have to put them on the mattress on cloth furniture. I really don’t know anything about bed bugs, though. If you suspect bed bugs, you’d need a product designed specifically for them.

I have two cats- can i still put these traps out? Or is it too dangerous for cats?

Do not place them in areas where your cats can walk on them. The traps are incredibly sticky and you find it nearly impossible to 'unstick' their paws.
