What's the size of screws and anchors? My package doesn't have them.

Can you hang this mirror on a basement concrete wall?

Yes, concrete wall is recommended, smooth wall surface required. If you hang a single mirror, 16" wood stud will also work. This is 5mm silver mirror, don't worry about moisture.

Can the mirror be cut at all? For example to leave a plug out let on the wall exposed versus the mirror covering it?

No, thee mirror can't be cut to leave a plug outlet on the wall. Perhaps checking with glass shop to see if it is even possible without damaging the mirror.
