Can this be used to fling wet cement?

Not recommended. Cement will be too heavy.

Can this be used in applying the pebbled slurry of a stucco pebble-dash finish coat?

I would not recommend it. It will clog-up the applicator. Google search of this finish will give good solution for manual application.
