This is a gel-like substance it will not harden. Mainly needed to prevent seizing of parts such as rubber boots and other components like in vehicles, I don't see why it won't work in a non moving application. If you plan to use this as a sealer for the box, no. Rain will eventually work its way into the box since this grease is very malleable. It's the consistency of lotion in other words.

Is this similar to 3m silicone paste?

No. No even close. Dielectric grease is a non-conductive, silicone-based grease that's designed to seal out moisture and prevent corrosion on electrical connectors.
