You can make as much as you want. If you are unsure, you should follow a recipe. Personally, 1.5 kilos with +/- 3 gals H2O will yield 4-5% ABV. There are no rules on how much or what ingredients are needed, with the exception of reinheitsgebot.

Does this malt produce stout?

It can if you use it in a recipe for stout. By itself, it will not produce the style know as 'stout'.

Volume is about 9.5-10.6 oz per pound for LME. These extracts are highly concentrated and most recipes will call for it by weight not volume.
