When you get them you will know lol. We didn't know but once you get them you'll figure it out. Put the heel in and the other part over her foot. It's easy once you see the product.

I'm assuming you mean your baby wears a size 2.5 in shoes? If yes, these will definitely work. If you truly meant that your baby's foot is only 2.5 inches long, these will be too large.

Will they fit a one year old?

Yes they stretch, they fit my 15 month old girls and I think they'll fit for atleast another year if not longer.
