Can you raise and lower chair by the arm rest?

Yes, the armrests are in a set position. Push on them to lower the back of the chair so it's flat.

Without sunshade appears to be different chair, has arms and does not appear to lay flat is this the case? Id line same chair without shade

They make different styles of chairs. Mine has the adjustable sun shade and has an adjustable /notched back frame that mine can be made flat. Check carefully the image before you buy.

Does the blumfeldt amalfi vitello noble sun lounger lie completely flat?

The one I bought has no arms, so goes back almost flat. This loks like a nicer chair and cost more, they are heavy chairs. Probably goes back pretty far but don't know about totally flat.
