No, there are elastic cords at the bottom. They capture the balls and keep them in the tube. It works very well, but you can only pick up one ball at a time.

Yes, This works just fine w/ 40+ balls.

How long is the tube?

The tube is in two sections of 17.5" each. A small overlap when you put the two sections together, for a total length of 33". At full capacity the tube holds 21 ping pong balls.
