This only uses 1 outlet. It's a dual sensor so only one connector needed.

Will this work with the apc ap8865 model pdus?

Yes. According to the AP8865 documentation, it supports both the APC AP9335T and AP9335TH model. This should work fine for it.

Does it alert you by email?

When used in conjunction with the network monitoring card, it does have the ability to alert via e-mail.

Can this be plugged into one of the universal i/o ports on the ap9641 network management card?

it can plugged to the RJ45 connection in the AP9641
