How long can the 3/8” rebar be above ground? The hardware store sells them in 12” pieces

I'm not sure if this will help solve your problem but I used pegs to hold it to the ground steady.

Yes, the black coating will hold up for a long time.

How is the product secured on the ground?

It doesn’t come with ground straps. I used metal concrete steaks from the local hardware store and slipped the arch over the top of them. Works great
