Can this be used to measure a centrifuge spinning speed, sighting through the clear plastic cover to the tape? approx 4" at max to the tape

I am not sure how it would work through the cover. I might be ok if you put it right up against the cover.

Is this suitable for measuring lawn mower blade RPMs?

A rotary lawn mower drives the blade directly off the motor's main shaft, thus anything that is spinning while the motor runs will rotate at the same RPMs as the blade. There may be someplace where you can attach the reflective tape on a part which is attached to the shaft; then you point the meter at the spot where the tape is while the motor runs. I do NOT think you ought to try attaching to the blade! ! ! ! Measuring that way would be too dangerous ! Just remember this rule of thumb: if you pmess with a spinning lawn mower blade, you may lose at least ONE thumb! Then you'd have to hitch a ride with your elbow!p.s. sorry I am slow to answer. I didn't see the email at first. . .

Where do you put the reflective tape for lawn mower engine?

On a push mower you will have to put it on the flywheel or the debris screen on top of the engine. Most of the time on the newer units the screen is covered or fixed and doesn't rotate'
