After I soak with alcohol. Will this be sterile?

If its rated as food safe, which it is, you don't have to soak it in anything.

Would this work as a leader for spinning spindles? I need something colorfast, thin, strong and non-stretchable.

I'm not completely sure. I haven't spun in forever. I dye this for my projects. It does have a tint or some such when soaked, so maybe soak/wash before use. Otherwise, it is pretty thin and has strength. I have used it for macrame shelves.

Can I cut it with my bare hands?

No, I don't think so, but I do not know your hand strength, either.
