Do the ball bearings freely spin inside or are they attached to anything? It says in description that the ball bearings are attached to the shaft.

Dont know , I do know they are smooth!

What material are these made from?

Foam hard ball, but for bigger ocean fish, Would prefer the bootie, the ball didn’t stay on very well but was comfortable, if it comes off could bounce in some odd places.

I am Purchasing these to use for very fast and continual rotation, can anyone speak on whether or not these are very low friction and well made?

Yes they are low friction and designed very well great quality
