Can this be used for pitted acne scars before applying makeup?

I don't see why not. Obviously use some moisturizer or primer before applying the latex to your face, especially if it's going to be for an extended period of time which I'm guessing it will be since you are using it for makeup. You might have to build it with a couple layers. Good luck!

I am making a headpiece out of foam wrapped in spandex will this cover it without seeping into the foam?

I wouldn't use spandex, that material will soak through when wet. Have you thought about wrapping foam in like cling wrap? That's more of a barrier and the latex will coat over it fine.
