How many lights can one remote control?

Up to 20 can be controlled, but there will be a delay. We recommend that one remote control 5 lights for the best experience

can this be used out doors at night hanging under a shelter facing down on a fountain. permanent fixture?

It will work but may not last long because it's not rated as being weather proof and may collect moisture/morning dew since it is outdoors which will eventually affect it. Search for something that has an IPX rating being waterproof etc. I personally like solar products if you have direct sun to fountain. I'm using this for my 3 tier fountain. https://www.amazon.com/gp/aw/d/B0874PJTWT?psc=1&ref=ppx_pop_mob_b_asin_title
