Can bag be used without scooter?

I think it can because it snaps onto the scooter. However I would not use it outside without the scooter because it would wear quickly. When using it inside without scooter I would use something to cover the snap, depending on your flooring. I have to say we returned our purchase. We have two miniature dachshunds. We took measurements and first ordered the XS. It did not work for us so we returned it. We took measurements again and ordered a S. It fit better, but he didn’t like it. Hope this helps. Thankfully, after about two months, he regained the use of his legs and is back to his old self.
