Yes! Zipped up, it's 18x11x11, fitting Delta, United & Southwest under-seat rules. The expansion is for during flight. I keep it zipped for boarding, then unzip in the air for more room.

Can I actually open the expansion sides while the bag is under the seat during the flight?
